As Pennsylvania’s teacher shortage continues to worsen, districts pressed to fill open positions are hiring underqualified educators, a new report found.
Across the state, districts are hiring educators with limited experience, those who are not fully certified and others with temporary teaching permits to help ensure there are adults in the classroom throughout the school year.
