How to elevate college and career readiness in 3 steps

District leaders are asking an urgent question: Does earning a high school diploma mean students are truly prepared for what comes next?

Employers report that many graduates lack the skills needed for today’s workplace. Colleges continue to enroll students who require additional academic support before they can succeed in credit-bearing coursework.

While these concerns are often framed as a readiness problem, they are ultimately a systems-design challenge.

Readiness does not emerge from a single course, assessment, or initiative. It is the result of years of intentionally designed learning experiences that challenge students to think critically, communicate effectively, solve complex problems, and persevere through difficulty.

Readiness requires deliberate decisions about what students are expected to learn, how they are supported, and how progress is measured.

1. Design from ambitious outcomes

Districts strengthen readiness when they begin with ambitious outcomes and intentionally design learning experiences that help all students reach them. Access to challenging, grade-level learning is a critical part of that design because students develop the knowledge and skills required for future success when they are consistently engaged in cognitively demanding tasks.

Students cannot become proficient with complex thinking if they are routinely assigned less complex work. When expectations are lowered in response to unfinished learning, students may experience short-term success but miss opportunities to develop the knowledge and skills needed after graduation.

Access to grade-level learning is not a reward for readiness; it is a prerequisite for it.

In English language arts, this means engaging students with complex texts, rich discussions, and meaningful writing. In mathematics, it means helping students reason, solve problems, explain their thinking, and develop deep conceptual understanding.

The goal is not simply to cover standards. It is to ensure students can apply their learning to the complex challenges they will encounter after graduation.

2. Engineer success, not failure

Providing access to rigorous learning is only half the equation. Students cannot reach ambitious outcomes if schools simply raise expectations without also strengthening the conditions that make success possible.

If districts expect students to engage with grade-level texts, tasks, and concepts, they must ensure that the necessary supports are available to both students and teachers. High-quality instructional materials, embedded scaffolds, linguistic supports, multiple representations, timely feedback, adaptive learning tools, and strong professional learning make rigorous learning accessible while maintaining high expectations.

These supports are particularly important for multilingual learners, students with varied learning needs, and students with unfinished learning. The goal is not to lower expectations or separate students from rigorous instruction.

It is to provide the pathways, tools, and supports that enable all learners to engage successfully with grade-level work.

Productive struggle is an important part of learning. When students grapple with complex ideas, revise their thinking, and persist through uncertainty, they develop deeper understanding and greater independence as learners.

But productive struggle requires thoughtful design and appropriate support; it should not be confused with repeated experiences of frustration or failure.

Equity is not achieved by lowering expectations. It is achieved by designing stronger pathways that help more students reach ambitious goals.

3. Use evidence to drive improvement

Readiness becomes visible when students apply their learning in meaningful ways. Rather than simply recalling information or completing isolated exercises, students should analyze texts, solve complex problems, construct arguments, communicate ideas, and create products that demonstrate their understanding.

In both mathematics and ELA, student work provides evidence of what learners know and can do. Mathematical explanations, complex problem-solving tasks, essays, research projects, and presentations reveal far more about students’ readiness than their ability to select the correct answer on a test.

To serve as meaningful evidence, however, student work must be evaluated against clear criteria aligned to the knowledge and skills students are expected to demonstrate. Shared expectations for quality help ensure evidence of learning is rigorous and interpreted consistently across classrooms and schools.

When educators regularly examine student work against those criteria, they create powerful feedback loops. Student work becomes a source of insight into student learning and instructional effectiveness. These insights help teachers, schools, and districts refine supports, improve learning experiences, and strengthen readiness.

Readiness is a systems outcome

College and career readiness is often discussed as a goal. In practice, it is the result of countless decisions about what students are asked to do, what support they receive, and what opportunities they have to think, communicate, solve problems, and persist through challenges.

When districts set ambitious goals, create pathways to success, and engage students in meaningful work, they do more than improve academic outcomes. They help students develop the knowledge, skills, and confidence to navigate an increasingly complex world.

The question is not whether students are capable of meeting high expectations. The question is whether school systems are intentionally designed to ensure they do.

Readiness doesn’t happen by accident. It is built by design.
