Schools Superintendent Jared Cotton on Monday released his $477 million operating budget proposal that includes money for raises and starting full-day kindergarten at three schools.
But he also wants to offer art once a week in elementary schools and create an alternative high school program for at-risk students — something the city doesn’t currently have. In Virginia Beach, the Renaissance Academy serves that purpose.
Cotton’s 2019-20 proposal is $21 million more than the current budget.
