Updated Answer Book offers new guidance on frequently litigated transportation issues

Like its predecessors, the 2019 Transportation Answer Book from LRP Publications uses a question-and-answer format to discuss common transportation-related issues.

LRP Publications, a recognized leader in the special education publishing industry, has released an update of What Do I Do When…® The Answer Book on Transportation for Students With Disabilities — Third Edition. The 2019 version includes 97 new questions and more than 150 new case decisions to help district administrators get up to speed on transportation requirements under the Individuals with Disabilities Education Act, Section 504 of the Rehabilitation Act of 1973, the ADA Amendments Act of 2008, and the McKinney-Vento Homeless Assistance Act.

Like its predecessors, the 2019 Transportation Answer Book uses a question-and-answer format to discuss common transportation-related issues such as eligibility for transportation services, method and means of transportation, pickup and delivery of students, personnel issues, behavior management, discipline, and safety issues. The updated version also includes a Table of Questions that allows special ed directors, Section 504 coordinators, transportation department heads, and IEP team leaders to find the information they need quickly and easily.

The book’s questions and answers give concise answers in nonlegal language so that school- and district-level administrators will have a clear understanding of their districts’ legal obligations. The 2019 update also tells administrators how to:

  • Identify when transportation personnel may restrain a student with a disability on the bus.
  • Determine whether a bus suspension qualifies as a change in placement.
  • Recognize if and when the district may exclude a service animal from the bus.
  • Calculate reimbursement for a parent’s transportation costs.
  • Prevent bullying and harassment on the school bus.
