People Watch: Ex-state lawmaker is Arkansas district’s new leader

Herschel W. Cleveland, an attorney and former speaker of the Arkansas House of Representatives, is the new superintendent of the Western Yell County School District as a result of a waiver of state law. Cleveland was a three-term representative (1999-2005) at a time when the Legislature passed dozens of laws to correct deficiencies that caused the Arkansas Supreme Court to declare the state’s public school funding system as unconstitutional.
