Special Education Program in One Connecticut District Is Underachieving

Not much has changed since 2008, an outside expert told Norwalk Board of Education members Tuesday night -- the special education program is still understaffed and underfunded.

Margaret MacDonald, a representative of Capitol Region Education Council CREC, went over the special education review she and her team conducted from February to July 2011 in a presentation marked by sharp questioning from board members. The report was requested by director of pupil services Pauline Smith, and was the first such review since 2008.

After about two hours, BOE member Artie Kassimis tried to sum up what MacDonald had been saying. "I'm trying to figure this out," he said. "... The director of pupil services now finds out what her department is all about. She's got issues, same issues as in 2008."
