Santa Clara County (Calif.) schools Superintendent Xavier De La Torre rated unsatisfactory

Heralded as a visionary, conciliatory leader when tapped last year to become Santa Clara County's top educator, Xavier De La Torre now is accused of creating an atmosphere of fear that has employees fleeing and his bosses unhappy enough to deny him extra pay.

Employing a tactic that last year sent De La Torre's predecessor into retirement, the seven-member Santa Clara County Board of Education refused to add an extra year and a pension contribution to De La Torre's four-year contract, benefits that a satisfactory review would have automatically triggered. In an additional sign of trouble, the board has retained an employment-law attorney to advise it on handling its only employee.
