Buffalo Schools Heed Call to Curb Suspensions

When 15-year-old Jawaan Daniels was caught wandering the halls of his Buffalo high school as the 2010 academic year wound down, the punishment was decisive: an immediate out-of-school suspension.

The freshman was waiting at a bus stop to go home when he was shot in the back and killed, the innocent victim of an unrelated street feud.

With the Buffalo school district's adoption last week of a new discipline policy that would have kept Jawaan in school, advocates say it's time for districts everywhere to rethink outdated zero-tolerance philosophies that put students out for minor offenses.
